Launch of National Mapping Project Designed to Show Possible Impacts of Oil and Gas Drilling on Well Water

May 1, 2013 – The US Map of Suspected Well Water Impacts is a project that will attempt to piece together recent complaints of well water quality impacts that people believe are attributed to unconventional gas and oil operations. Research has demonstrated potential risks to ground and drinking water posed by faulty well casings, surface spills, and hydraulic fracturing. From across the country, in areas where gas and oil development is occurring, accounts of possible well water contamination have been reported but not been collected all in one place – yet. The FracTracker Alliance and cooperating organizations are providing that opportunity.
Inspired by other “crowd-sourced” data and mapping projects, this project aims to collect ongoing stories, narratives, and data from individual homeowners living on well water near drilling operations and map the general location of these reports online. The first version of the dynamic map (shown below) is available at www.fractracker.org/usmap.
Once received, submissions will be reviewed to the extent possible by cooperating researchers and organizations. Not all reported cases of water contamination, however, have been or will be able to be substantiated. According to Brook Lenker, Executive Director of FracTracker Alliance:
The reports we are collecting are not necessarily indisputable evidence that drilling has contaminated drinking water sources. Some accounts are irrefutable. Others remain unsubstantiated, but that doesn’t mean the well owner isn’t experiencing serious problems. Even where proof may be elusive, perception of risk can tell us much about an issue and the level of concern by the community. This information will likely help to identify pre-existing problems or conditions that were not previously well known. Such outreach is needed to permit citizens, local agencies, and others to work together to address pre-existing concerns, improve local regulations or standards, conduct proper baseline testing and monitoring, and make informed decisions.
As unconventional natural gas and oil extraction expands internationally, an Internet-based project like the US Map of Suspected Well Water Impacts can help to share on a global scale how people in the U.S. view – and may be impacted by – unconventional drilling. If everyone contributed their stories, the public’s understanding of gas and oil extraction’s impacts on well water could expand dramatically.

Marcellus Shale Coalition Guiding Principles Document
Pittsburgh, PA – The Marcellus Shale Coalition (MSC) published Recommended Practices (RP) for Water Pipelines, the sixth in a series of guidance documents aimed at further enhancing the safe development of natural gas across the Appalachian basin. This RP for constructing water pipelines is in line with the MSC’s Guiding Principles to “implement state-of-the-art environmental protection across our operations” and supports ongoing industry efforts to reduce its operational overall footprint.
“By continually implementing cutting-edge recycling technologies, water pipelines and other innovative water management practices, our industry is able to further reduce the volume of truck traffic and capitalize on environmental benefits inherent to safe development and use of natural gas,” said MSC chief executive officer Kathryn Klaber. “As Marcellus Shale development advances, and more operators build water pipeline networks to support their well operations, this guidance document will aid in the siting and construction process. Additionally, this RP builds upon a series of content-rich, member-driven guidance documents designed to raise the bar and advance our industry’s commitment to operational excellence and compliance.”
This Recommended Practice for Water Pipelines was drafted by industry professionals and provides guidance to the industry in the following areas:
Optimal Route Selection: Identify sensitive resources and minimize environmental impact.
Pipe Materials: Determine correct materials and utilize proper resources to construct pipelines.
Valves: Install appropriate valves to isolate segments of the line; allow for maintenance; and permit drainage.
Pipeline Restraints: Use restraints to prevent unwanted line movement.
Operational Considerations: Test pipelines to avoid leaks, consider any environmental consequences, monitor all lines and air venting during operations, and consider using locks, handles, protective covering, or drainage when necessary.
Deactivation: Upon completion the pipeline should be deactivated or removed in its entirety after all remaining water is removed.

Fact Sheet: Methane Gas Migration and Mitigation
Methane gas has been a “hidden” problem in Northeastern Pennsylvania. The gas is typically associated with wetlands, bogs, landfills, coal-producing formations, natural saline seeps, some glacial deposits, and gas storage areas. Because of the development of the Marcellus Shale, the presence of methane gas and the potential for methane gas migration is a growing concern. Methane is a colorless, odorless gas that is lighter than air. Natural gas is mostly methane (70 – 90 % CH4), carbon dioxide (0 to 8 % CO2), plus other gases. The other gases may include ethane (C2H6), propane (C3H8), butane (C4H10), and hydrogen sulfide (H2S) as well as small amounts of helium.
Methane gas is highly flammable between a lower explosion limit (LEL) of 5.53 percent by volume in air and an upper explosion limit (UEL) of 15 percent. These percentages are equivalent to a methane concentration of 50,000 and 150,000 parts per million (ppm) in air. The minimum concentration level at which the gas has the potential to explode is called the lower explosive limit (LEL); below the LEL level there is not enough gas to cause an explosion. Above the UEL, there is inadequate oxygen to fuel combustion, but if the space is vented and the gas concentration drops below the UEL, the gas can become diluted enough to explode (it would require an ignition source). Methane is not considered toxic, but it is an asphyxiant at a concentration of over 50 percent in air (it displaces oxygen). Therefore, the primary risks for methane would be asphyxiation in a confined or poorly vented area or a potential explosion hazard. As a safety measure, the natural gas industry adds mercaptans to the produced methane gas that enters the pipeline and your home. The mercaptans produce a very pungent odor so that gas leaks will be noticed, but unprocessed methane gas tends to have NO ODOR. It is critical to note that some unprocessed methane gas may contain long chain hydrocarbon molecules that can create an odor.
From the available data in the Citizen Groundwater/Surfacewater Database, it would appear that the natural background level of methane in private wells in Northeastern Pennsylvania ranges from not detectable or trace levels to over 28 mg/L. You may suspect the presence of methane gas in your water if you hear a “gurgling noise”, sputtering at the tap, the water has a lot of gas bubbles, is effervescent or fizzy.
Note: If the pumping level of water in your well starts to fall below your pump intake, ordinary air may mix with the water and produce similar symptoms. When in doubt, contact a professional to determine the nature of the observed gas.

The emergence and increased prevalence of the ‘superbug’ bacterium known as MRSA (methicillin-resistant Staphylococcus aureus), has raised questions as to the routes of transmission related to disease. Reports of MRSA infections in the general population and evidence of the bacteria surviving in wastewater, tap water and drinking water biofilms creates alarm in the public and warrants a discussion of whether or not MRSA infections occur from tapwater exposures.

Registration open for May 8 Pa. Groundwater Symposium
UNIVERSITY PARK, Pa. — In observance of National Drinking Water Week, Penn State Extension and the state Department of Environmental Protection are collaborating with numerous other sponsors to offer the 2013 Pennsylvania Groundwater Symposium.
Scheduled for May 8 at Penn State’s University Park campus, registration for the event now is open at this website and is limited to the first 150 registrants.
“Emerging Issues in a Changing Landscape” is the theme of the symposium, which will provide a forum for researchers, students, professionals and educators working in the groundwater field to exchange information and promote protection of groundwater resources throughout the state.
“Millions of Pennsylvanians rely on groundwater for their drinking water,” said symposium coordinator Bryan Swistock, extension water resources specialist. “National Drinking Water Week provides the perfect opportunity for us to convene a symposium of groundwater experts who can share information to better understand and protect this vital natural resource.”
Morning and afternoon keynote speakers will address important water issues in Pennsylvania, including emerging contaminants and the potential impacts of natural-gas development.
The symposium also will feature several concurrent sessions with presentations on groundwater budgets and yields, tools for describing groundwater during natural-gas exploration, and broader studies characterizing groundwater and water wells.
A lengthy afternoon break and poster session will allow attendees to network while viewing numerous poster presentations. Abstracts for additional poster presentations will be accepted through April 3 on the registration website.
A nominal registration fee of $30 for the symposium is made possible by funding support from Penn State Extension and its Master Well Owner Network, the Pennsylvania Department of Environmental Protection, the Mid-Atlantic Water Program, the Pennsylvania Ground Water Association and the Penn State Water Resources Research Center.
Additional partnering agencies include the U.S. Geological Survey and the Susquehanna River Basin Commission.

UNIVERSITY PARK, Pa. — Pennsylvanians can express their opinions about the state’s water resources by filling out a brief online survey conducted by Penn State’s College of Agricultural Sciences and several partner agencies.
Researchers are interested in learning what residents believe about the current status of the Keystone State’s water and how they think funding and other resources should be prioritized to best protect and manage water resources.
The objective is to collect opinions from thousands of Pennsylvania residents, according to Bryan Swistock, Penn State Extension water resources specialist, who is coordinating the research.
He noted that the informal survey is intended as a public engagement project and does not necessarily represent a statistical sampling of opinions.
The five-minute survey can be completed at https://www.surveymonkey.com/s/PaWater.
“This is your chance to be heard on the value and importance of water resources in Pennsylvania,” Swistock said. “We really need to learn more about what water resources issues are most important to the people of Pennsylvania so we can provide this information to both policymakers and those who fund water resources research.”
The survey, which will close Feb. 28, is open to Pennsylvania residents who are at least 18 years of age. A summary of results will be published this spring on the Pennsylvania Water Resources Research Center website, http://www.pawatercenter.psu.edu.
This survey is funded by the Pennsylvania Water Resources Research Center and Sea Grant Pennsylvania in partnership with Penn State Extension and the Pennsylvania American Water Resources Association.

Online Class for Homeowners with Private Wells
The Private Well Class is a free online service, grant-funded to educate homeowners about their private wells.
The Rural Community Assistance Partnership has received a grant from the USEPA to develop a free, online class for homeowners with private wells. We ask that you help promote the class with well owners and those that serve them in your region. If your organization has little contact with private well owners, please feel free to pass this information along to others who might be interested.
The class is set up to be self-help over 10 weeks, with materials emailed once a week to participants. Well owners can sign up anytime, and though the first week was sent on Jan 2, 2013, anyone signing up after that will start as soon as they sign up. So, someone just finding out about this in April can sign up and start the class then. There are three webinars that will provide well owners a chance to reinforce what they are seeing in the class material and ask questions of the presenters. Each webinar will be repeated every three months through August 2013, so no matter when someone starts the class, they will be able to see all three at least once.

U. S. Environmental Protection Agency encourages everyone to test their homes for radon. January is an especially good time to test homes and schools because windows and doors are closed tightly and people spend more time indoors.
Unsafe levels of radon can lead to serious illness. The Surgeon General has warned that radon is the second leading cause of lung cancer in the United States with an estimated 21,000 deaths a year. Only smoking causes more lung cancer deaths. By making simple fixes in a home or building people can lower their health risks from radon.

Unpermitted sewer lines that discharge untreated sewage, known as wildcat sewers, have officially delayed the nearly decade-long Act 537 project for West Penn Township and Walker Township.
With the plan supposed to be finished by the end of December before what supervisors hoped to be the start of the implementation process of fixing defective sewers in the township, the Department of Environmental Protection (DEP) has called for further investigation into the wildcat sewers.
Although an investigation of the wildcats was unavoidable, West Penn Township Solicitor Gretchen Sterns and Township Engineer Ronald B. Madison, PE hoped that it could be done while the project was being worked on. They said there is no sense to delay the project to investigate a problem that they already know is there.
“I find that it is unbelievable, quite frankly,” Sterns said at last evening’s supervisor meeting, “that DEP showed great concern that there are areas where these wildcat sewers are where you literally have black water is coming out, causing a huge pollution concern, but their response is not to fix it. Their response is lets study it some more. I’m appalled, frankly, by that result.”
“Unfortunately, it’s more time and more expense,” Madison said.
The estimated cost for West Penn and Walker Township since the planning phase of Act 537 began in 2003 up this point has been $356,107.
A West Penn Township board of supervisors reorganization meeting will be Monday, Jan. 7 at 6 p.m. in the municipal building.
