Senator Yudichak and Senator Baker to Host Roundtable on Lead Exposure and Lead Testing
Senator John Yudichak and Senator Lisa Baker will host a roundtable on lead exposure and lead testing. The event will be held on Tuesday, February 13, 2018 at 11 a.m. at King’s College.
The roundtable will feature comments and discussion on lead exposure and testing from individuals with experience in regional youth and health services.
Participants will include members of the Senate Lead Task Force, Luzerne County Head Start, Maternal and Family Health Services, Early Intervention Services for Luzerne and Wyoming Counties, and St. Luke’s Hospital – Miners Campus.

“Regarding climate, energy, and the environment, the discussion should not be over fossil fuels or renewables or over electrical lines or gas pipelines, but how best to invest in America and its citizens.
There is a lot of irony when it comes to discussions of fossil fuels, energy, and politics. On one hand there is a push for diversity in our culture, because it makes us strong, but when it comes to energy it seems to be divided into two small camps. The solution is not 100% fossil fuels and 100% renewables, the long-term solution lies in a diverse energy package that permits the United States of America and its citizens to flourish
We must make our energy decisions based on facts and not fear. From my perspective, natural gas complements the renewable energy, i.e., solar, wind, hydropower, and biofuel capacity for the country and it helps ensure we have a diverse mix of energy resources.
Reaching our climate goals is impossible without natural gas because it’s one of the cleanest sources of energy and is responsible for the 90 percent decrease in U.S. emissions since 1990. While U.S. natural gas production is up 50 percent since 2005, total U.S. greenhouse gas emissions are down 11 percent.
To be honest, I have worked on more renewable energy projects then natural gas projects and I have seen many renewable energy projects get denied because of a not in my backyard (NIMBY) mindset .
A combination of natural gas and renewable resources is the most realistic option for helping our environment while providing affordable energy to American homes.”

“The division over energy, politics, economy, and environmental issues in the United States will not help solve our issues as a country. It is time that we begin to look and make decisions based on facts, not fear. Regarding climate, energy, and the environment, the discussion should not be over fossil fuels or renewables or over electrical lines or gas pipelines, but how best to invest in America and its citizens. The main problems with energy are we waste a lot, we have no real storage solutions that are cost effective, and we have created urban areas that are unsustainable with respect to energy, food, and water. Therefore our first steps should not be to pick a side of renewables over fossil fuels, but figure out a way to deal with the issues of energy waste, energy demand, energy distribution, and inefficiency. What we have now is a system where as a country we waste over 50% of the energy we use and as a group we should ALL agree that reducing energy waste should be a Team effort.
If you support the hypothesis of man-induced and controlled climate change, we could do a lot to minimize this impact by decreasing energy waste and increasing efficiency. If you support, the hypothesis that the sun and earth process dominate Earth’s climate and we are in an inter-glacial, we need to focus on energy efficiency, storage technology, and decrease waste for economic reasons. Why? Because the 50% of the energy we waste is 1 year, could have powered the UK for 7 years. We as a country are fighting the wrong battle. With this understanding both extremes should be able to agree that energy efficiency, a stable energy grid, and homegrown energy resources help the United States of America move forward.

This does not mean we put our heads in the sand and not address issues and concerns, but it also means that fear should not be used to drive a narrative. We must make our decisions based on facts and not fear. From my perspective, natural gas complements the renewables, i.e., solar, wind, hydropower, and biofuel capacity for the country and it helps ensure we have a diverse mix of energy resources. To be honest, I have worked on more renewable energy projects then natural gas projects and I have seen many renewable energy projects get denied because of NIMBY. Based on the current status of the energy grid, it is not possible for the renewable portfolio to meet the instantaneous energy needs of our Country. Let’s stop the name calling and work together to come up with short-term and long-term solutions and invest in the research and development to make renewable energy with storage technologies a real long-term solution for the World. It is time for America to grow-up.

Plastics – Stop Littering – We need to make a change !

Where do you throw your plastics and trash when you are done with it? I would hope you say you RECYCLE ! Because just throwing that container away by mixing it with the normal trash or discarding out the window creates problems. Part of this problem is POLLUTION. This pollution creates visual aesthetic issues, but also damages habitat and threatens the land, air, and sea animals. Did you ever stop and think about how these things can affect the animals outside? Most plastic waste comes from third world countries especially in China, but we can still make a difference.

In the 1970s, the National Academy of Sciences estimated about 45,000 tons of garbage and waste was being tossed and thrown in the ocean. Since initial estimate, it has gotten even worse. Many people throw things in the ocean and don’t think about the animals in it or the other uses downstream. The materials can get wrapped around the animals or some of the animals eat. The animals become hurt, sick, and die. Littering can kill marine life and destroy habits. Some people don’t stop to think about the animals and their safety. Over 100,000 marine mammals and 1 million sea birds are killed each year from plastic pollution and 6 million tons of debris, i.e., a ton is 200 lbs , enters the ocean each year. It is time to say – Enough!
Sad there is no reason to create this type of pain and suffering.
Did you know it can take up to 450 years for plastic bottles to decompose? This does not appear to be true. “Scientists Thought It Took Thousands of Years for Plastic to Decompose – It May Only Be Decades” and “A more recent study revealed that PET degrades more rapidly than previously thought in ocean water due to the presence of metal ions in the water. Fifty percent degradation was said to occur in 4.5 years and 100% degradation in 72 years.”

Here is a list of wastes that go in the ocean and how long it takes to decompose.
Foam cups and tin cans – up to 50 years.
Plastic bottles depending on type and environment could be up to 450 years (Source)
Fine fishing net up to 600 years (much longer for heavier nets).
Cigarette butts- 1 – 5 years.
Plastic bags- 10 – 20 years (Some putting this debris in a plastic bag is not good enough) . The bags breakdown and this it may take 100s of years for the content to decompose.
SO – Simply Bagging the Trash is Not a Solution and Putting the Plastic in a Landfill is the Wrong Choice. We must make every effort to recycle, reuse, and then put our young minds together and help to clean up our oceans, beaches, and landscapes and develop better solutions.
My call to action:
- Please think twice before littering and think twice before throwing stuff away, especially plastic bottles.
- Try Going Bottleless –We tried and we saved money.
- Pick up litter and Recycle – Participate in local clean up events.
- Try to kick the plastic habit.

News Releases: Water Quality Association Perfluroinated Chemicals PFCs, PFOS, and PFOA
Part of National Defense Authorization Act headed to President’s desk
LISLE, Ill. – The Water Quality Association has voiced its support for a provision in the National Defense Authorization Act (NDAA) that authorizes a nationwide health study on the implications of perfluorinated chemicals (PFCs) such as PFOA on drinking water. The language was authored by Senator Jeanne Shaheen (D-NH).
“This is an important step forward in the research needed to track the health effects of PFCs,” said WQA Executive Director Pauli Undesser. “We thank Senator Shaheen for making this a national priority.”
The NDAA is annual legislation that authorizes defense priorities for the fiscal year. The bill has been approved by both the U.S. House and Senate and is now headed to the President’s desk for his signature. Once signed into law, it will mandate the Agency for Toxic Substances and Disease Registry to conduct the first-ever nationwide study on the impact of those exposed to PFCs in drinking water. However, Congress will also need to appropriate the $7 million to conduct the public health study.Earlier this year, the Environmental Working Group and Northeastern University identified PFCs in the drinking water of 15 million Americans in 27 states. The new research includes an interactive map that identifies where the contamination was identified.
What are (including PFOA and PFOS)?
PFCs are man-made. They are used in a broad range of applications including fire-fighting foams, non-stick coatings, food packaging and many other industries.
What are the potential health effects from PFOA and PFOS?
Studies have found PFOA and PFOS in the blood samples of the general human population and wildlife nationwide. Studies also indicate that continued exposure to low levels of PFOA in drinking water may result in adverse health effects. These chemicals bioaccumulate in living organisms compounding the exposure and potential impacts on human health.
Residents should have their drinking water tested through a certified water-testing laboratory. Homeowners can check with the Water Quality Association at PFOS to find a water quality professional or connect with a certified testing lab through the USEPA (http://water.epa.gov/scitech/drinkingwater/labcert/statecertification.cfm).

National Pipeline Mapping System – National Gas and other Hazardous Liquids Pipeline
The U.S. Department of Transportation offers the public access to their National Pipeline Mapping System via a free online, interactive map and an iPhone app. It displays general information for pipelines carrying gas and hazardous liquids, liquefied natural gas plants, and breakout tanks within a county-wide zone.

While the mapping system is not to be used as a precise identifier of pipelines in a location, the public can access general knowledge about potential sources of contamination in their area. By turning on the visual indicators for accidents and incidents in the area, it’s possible to judge remediation efforts based on past events. Watershed organizations can submit a data request report or find the companies that are operating pipelines in your area. The system is also a useful tool for community outreach and education efforts, whether you’re simply identifying topics for public forums and workshops or looking critically at local remediation efforts.

Ohio Waste Treatment Facilities Charged with Clean Water Act Violations
“The centralized waste treatment plant owned and operated by Patriot Water Treatment LLC and the city of Warren’s publicly-owned wastewater treatment plant in Trumbull County (Ohio) were sued by the FreshWater Accountability Project (www.FWAP.org) for significant and ongoing violations of the Clean Water Act. Fair Shake Environmental Legal Services (www.fairshake-els.org) brought the lawsuit on behalf of FreshWater Accountability Project through the Citizen Suit provision of the Clean Water Act that allows “any citizen” to “commence a civil action on his own behalf…against any person…who is alleged to be in violation of (A) an effluent standard or limitation under ⦋the Act⦌ or (B) an order issued by the Administrator or a State with respect to such a standard or limitation.”
It appears that the pretreatment standards may have not been meet and there is a question if the proper wastewater treatment assessments or wastewater characterization were conducted as part of an Industrial Pretreatment Permit. I am not sure if the issue of “were not carried out to protect public health and safety or the bio-accumulative impact ” is a real issue, because it would depend on the nature of the contaminant and potential to exposure. With respect to radiological parameters radon half life is about 3 days and most radium and uranium would likely be bound to sludge and solids, so monitoring of the waste sludge would be a big concern. No matter what – proper waste characterization and treatability studies should always be conducted.

What is in your well water? Well Water Testing is Critical Know Your H20
What is in your well water?
If your water comes from a private well, you know that the safety of your drinking water is up to you. At the federal level and in most states there are no regulations that govern private wells, but the CDC and EPA does recommend that you test your well water at least once a year. You may want to check the quality of your water more often if there are known problems with wells in your area or if you have experienced any flooding or land disturbances near your well. Indications of a change in water quality include cloudiness, odor, and unusual taste.
You can quickly and easily test your well water for a variety of contaminants with Groundwater City Water Well Water Testing Kit (Safe Home). This kit is a great screening test to help you determine the quality of your water.

Senate Approves Resolution Creating Task Force to Investigate Threat of Lead Exposure in Pennsylvania
Senator John T. Yudichak recently announced that Senate Resolution 33 — which creates a bipartisan task force to investigate the scope of Pennsylvania’s lead exposure problem — was approved unanimously by the full Senate. The resolution had been approved unanimously by the Environmental Resources and Energy Committee at the end of April.
Senator Yudichak introduced the resolution earlier this session because lead exposure can threaten the health and well-being of every Pennsylvanian—especially senior citizens and children. “The task force report will advance cooperative efforts to arm the General Assembly with better information and best practice recommendations to develop new lead abatement programs that more aggressively mitigate lead exposure in Pennsylvania,” said State Senator John Yudichak.

The resolution calls for the Senate to establish a task force on lead exposure comprised of the chairs of the Environmental Resources and Energy Committee and the Health and Human Services Committee and two members appointed by the Senate President pro tempore and the Minority Leader. An advisory committee of the Joint State Government Commission will conduct a comprehensive review of Pennsylvania law and public policy related to lead exposure and abatement practices and then submit a report to the task force and full Senate within 18-months. The report must assess the age of housing and infrastructure, lead exposure threats, and identify the prevalence of lead in structures where children spend significant time.
A few key points
- This is not just a drinking water issue. Lead is present in many homes and sources include old lead paint, cookware, make-up, and other consumer products.
- If on city water, check piping in home for lead pipe and evidence of corrosion. Remove the aeration devices and clean and flush the water lines to remove any films and coatings.
- If on city water – read the Consumer Confident Reports generated by water supplier and look for signs of corrosion.
- If on well water – get your water tested.

Pharmaceuticals and Personal Care Products (PPCPs) and Your Water
“A study by the U.S. Geological Survey published in 2002 brought attention to PPCPs in water. In a sampling of 139 susceptible streams in 30 states, detectable yet minute quantities of PPCPs were found in 80 percent of the streams. The most common pharmaceuticals detected were steroids and nonprescription drugs. Antibiotics, prescription medication, detergents, fire retardants, pesticides and natural and synthetic hormones were also found.
The potential human health risks associated with minute levels of PPCPs in water in general and drinking water in particular is still being determined. Until more is known, there is much the public health and environmental protection community can do to educate the public about taking proactive steps concerning the use and disposal of PPCPs.”
“Pharmaceuticals and personal care products (PPCPs) are a diverse group of chemicals including:
- all human and veterinary drugs
- dietary supplements
- topical agents such as cosmetics and sunscreens
- laundry and cleaning products
- fragrances and all the “inert” ingredients that are part of these products
Pharmaceuticals and personal care products are introduced to the environment as pollutants in a variety of ways, including:
- intentional disposal of unneeded PPCPs (flushing)
- bathing or swimming
- discharge from municipal sewage systems or private septic systems
- leaching from landfills
- excretion by humans and domestic animals
- runoff from confined animal feeding operations
- discharge of raw sewage from storm overflow events, cruise ships, and some rural homes directly into surface water
- accidental discharges to a groundwater recharge area
- loss from aquaculture
- spray-drift from antibiotics used on food crops.”
