Offers facts and tips about treating for lead contamination

Lisle, Illinois -The Water Quality Association (WQA), an Illinois-based not-for-profit organization, is offering informational resources to help with the drinking water crisis in Flint, Michigan. Flint residents are expected to receive federal aid to help ensure their access to safe drinking water. On January 16, 2016, President Obama signed an Emergency Declaration for the Federal Emergency Management Agency (FEMA) to coordinate all disaster- relief efforts. The declaration states that, “This emergency assistance is to provide water, water filters, water filter cartridges, water test kits, and other necessary related items for a period of no more than 90 days.”

Lead (Pb) has been identified as the waterborne contaminant of primary concern for Flint’s residents. To minimize the presence of contaminants such as lead, which may enter the water after it has left a municipal treatment facility, WQA recommends water treatment equipment that has been certified by an ANSI (American National Standards Institute)-accredited certification body. Such accredited entities include WQA’s Gold Seal Product Certification Program, NSF International and Underwriters Laboratory. Water Quality Association Addresses Frequently Asked Questions about Lead in Water

Lisle, Illinois -The Water Quality Association (WQA), an Illinois-based not-for-profit organization, is offering informational resources to help differentiate fact from fiction regarding the drinking water crisis in Flint, Michigan. The Association has compiled answers to several of the most common questions, while addressing some widespread misconceptions Flint residents may have about lead (Pb) in drinking water.

What are potential health effects from lead?

Lead poisoning often displays no outward symptoms; however, irritability, weight loss, vomiting, constipation, and stomach pain are possible signs to look for. Young children and pregnant women are at the greatest risk, even from short-term exposure. Reduced cognitive development and neurobehavioral deficits are associated with blood levels less than 10 micrograms of lead per deciliter of blood in children.[1] Therefore, there is no safe level for lead to be present in the blood of children.[2] Individuals will adsorb more lead if they have poor nutrition than those with better diets.

Can a Total Dissolved Solids (TDS) meter be used to detect lead in drinking water?

No. There have been some misconceptions around TDS Meters. These meters cannot measure lead specifically; they detect the conductivity directly related to the concentration of combined total dissolved solids such as minerals, salts and metals. The typical sample of tap water in the U.S. contains approximately 350 parts per million (ppm) of TDS[3], which, as a whole does not on its own indicate a health concern and in many cases is used as a means to enhance taste of water.  Lead concentration is found 1000 times lower at the parts per billion (ppb) level, and is too small to be detected without sophisticated instrumentation. Moreover, because TDS meters don’t measure individual ions, lead cannot be detected on its own.

Where can I go to get my water tested?

Water testing should be done be a certified testing laboratory.[4] WQA strongly recommends water testing be conducted at each point of use in accordance with appropriate sampling procedures. The water should be checked after a period of disuse before a specific water treatment product is selected. Water conditions can change, so the water should be tested both before a treatment product has been installed and at regular intervals following installation. Studies have shown the reported levels of lead found in some Flint, MI water results are higher than conditions under which the manufacturer set the replacement recommendations for filters in published manuals.

How do I maintain a filter once it is installed?

Always follow the manufacturer’s installation instructions and contact the manufacturer to confirm usage and capacity. To ensure the manufacturer can provide the most accurate recommendations, have test results for lead and iron on hand for review.

Where do I find a product certified for lead reduction?

American National Standards Institute (ANSI)-accredited entities offering product certification include: WQA’s Product Certification Program, NSF International, International Association of Plumbing and Mechanical Officials, and Underwriters Laboratory. Valley View Holds First High School Energy Fair Archbald Pennsylvania

Northeastern Pennsylvania gas companies went to Valley View High School in Lackawanna County to sponsor an energy fair introducing youth to energy careers.

The growth and dedication that has been displayed between the natural gas industry and educational institutions over the years has been staggering. While much of that relationship has been amongst local area colleges, high schools have been becoming closely involved too, as evidenced by the Energy Education Program offered at Valley View High School in Archbald.”

As this blog has noted before, the Energy Education Program offered by Valley View is the first of its kind in the state, as it brings energy-specific curriculum to the high school level and was developed as a collaboration between industry experts and school officials. The course covers nine different types of energy and regularly features speakers from the various industries.

But on Friday, Dec. 18, Valley View took the next big step in its program and hosted its first Energy Fair, which was planned and organized by the Energy Education Program class.

DEP Analysis Concludes No Radioactivity Danger in Tenmile Creek

An extensive six-month investigation by the Pennsylvania Department of Environmental Protection (DEP) has concluded that there is no indication of any elevated radioactivity in Tenmile Creek in Greene County. The latest DEP study was conducted after concerns were raised about the results of a set of surface water samples taken in the spring of 2014.

DEP’s Bureaus of Radiation Protection and District Mining Operations conducted comprehensive sampling at the same 3 locations where the earlier samples were taken at the Clyde Mine Treatment Facility (CMTF) near Clarksville, Greene County. Additionally, samples were taken at 9 other locations both upstream and downstream of the CMTF. Surface water samples were taken along with samples of sediment, sludge, soil, aquatic vegetation, and fish.

“Our goal was to get a complete picture of any possible radiological contamination,” said John Stefanko, DEP Executive Deputy Secretary for Programs. “The original 2014 samples used a basic methodology that provides a limited sensitivity for naturally occurring radioactive materials. The 2015 samples were analyzed using U. S. Environmental Protection Agency (EPA) approved methodologies for determining radium-226 and radium-228 in water, plants, soil, or fish. The 2015 water samples were taken when the average daily stream flows within the watershed were at near normal flow conditions.”

All water samples were below the EPA drinking water limit of 5 picocuries per liter(pC/L) for radium-226 and radium-228. DEP did not find any indication of accumulated radiation in the sediment, plants, or fish.

One sample, of treatment sludge in a tank at the CMTF, indicated a radioactivity level for radium-228 at 19.539 pCi/L, which is not a level of concern but was a point of interest for DEP. DEP’s Bureau of Mining Programs staff determined that because the treatment facility uses a high-density sludge which recirculates treatment sludge to remove contaminants from water, the radium values would be concentrated. Water exiting the CMTF did not contain a radium level above typical background radiation readings. Although the Department does not believe the radium-228 level is cause for concern, as a matter of public interest it will periodically resample and analyze the CMTF sludge in 2016.

A set of non-radiological water samples was taken simultaneously with the radiological samples to characterize the water flowing into the creek from the CMTF. DEP’s Bureau of Mining Programs staff analyzed the sample results and concluded that the flow of raw and treated mine water was typical mine drainage, consistent with what would originate from a flooded underground coal mine in Southwestern Pennsylvania.

“Ultimately, there were no surprises in the environmental samples we took,” said Stefanko. “The radiological results were in line with expected background radiation readings. The non-radiological samples were consistent with what we regularly see in flooded underground mines in this region.”

PADEP pipeline task force gives 184 recommendations

A state task force on natural gas pipelines is making 184 recommendations touching on everything from location of pipelines to emergency response plans, all designed to promote “responsible” pipeline development in Pennsylvania. The 335-page document, crafted by the state Department of Environmental Protection’s Pipeline Infrastructure Task Force, has been posted online for public review.

“It is important to remember that the report is not meant to be the final word,” said DEP Secretary John Quigley, who chaired the task force. “When we present our report to the governor in February 2016, I anticipate that the next step will be to determine the feasibility and implementation strategies for each recommendation.”

The 48-member task force was created in May by Governor Tom Wolf to develop policies, guidelines and tools to assist in pipeline development, operation and maintenance.

Recommendations in the draft were assembled by delegates from sectors affected by pipeline development, Quigley noted, including agriculture, communities, environmentalists, cultural resource advocates, industry officials, government agencies and emergency responders.

That lengthy list of recommendations starts with “educate landowners on pipeline development issues.” Other recommendations:

  • Implement full-time environmental inspections during pipeline construction.
  • Monitor water quality during construction.
  • Establish planning coordination between county agencies and pipeline developers.
  • Require pipeline abandonment plans.
  • Standardize emergency response plans and provide 911 addresses for pipeline-related facilities.
  • Do not locate pipelines parallel to waterways within their 100-year floodways.
  • Conduct early outreach with affected communities.
  • Minimize impact on local roads.
  • Create various statewide bodies and processes, including an all-region DEP pipeline review committee, a statewide pipeline information center for the public, and a DEP design manual for pipeline construction.

SRBC Study Finds No Impacts on Streams from Marcellus Shale Drilling

From 2010 to 2013 the Susquehanna River Basin Commission (SRBC) monitored 58 sampling stations in small headwater streams in the Susquehanna River Basin to investigate potential impacts from gas exploration in the Marcellus Shale.  The study recorded pH, temperature, conductivity, inorganic chemistry, TOC, gross alpha and beta radiation, and macroinvertebrates.  The SRBC report, released earlier this year, concluded no discernible relationship between water quality and well pad density.  Please click HERE to download an electronic copy of the report.

Flint Authority Falsely Reports Water Quality Testing for Lead in Drinking Water

“FLINT, MI – As concerns about Flint’s water quality were mounting earlier this year, the city disregarded federal rules requiring it to seek out homes with lead plumbing for testing, potentially leading the city and state to underestimate for months the extent of toxic lead leaching into Flint’s tap water.

City water officials filed certified documents with state regulators that claimed the city only tested tap water from homes where residents were at the highest risk of lead poisoning, but records obtained by The Flint Journal-MLive show those claims were false and may have delayed efforts to fix the public health emergency.

Water samples sent to state labs for testing in the first six months of this year were all marked as having come from homes with lead service lines, but actually almost always came from homes at less risk of lead leaching – houses with underground plumbing made of copper, galvanized steel or materials that could not be identified, according to the city’s own documents given to The Journal through the Freedom of Information Act.

In response to questioning, Flint Utilities Administrator Mike Glasgow said the city was struggling to collect the number of samples that were required following the city’s switch to the Flint River as its water source in April 2014.”

Glyphosate Herbicide in Drinking Water Roundup

“Glyphosate is an herbicide that is regulated under the Safe Drinking Water Act. It is an ingredient in Roundup, a widely used herbicide, as well as more than 700 other products for sale in the United States.  Glyphosate is a non-selective herbicide used on many food and non-food crops as well as non-crop areas such as roadsides. When applied at lower rates, it serves as a plant growth regulator. The most common uses include control of broadleaf weeds and grasses hay/pasture, soybeans, field corn; ornamental, lawns, turf, forest plantings, greenhouses, and rights-of-way.

Some people who drink water containing glyphosate well in excess of the maximum contaminant level (MCL) for many years could experience problems with their kidneys or reproductive difficulties.  This health effects language is not intended to catalog all possible health effects for glyphosate. Rather, it is intended to inform consumers of some of the possible health effects associated with glyphosate in drinking water when the rule was finalized. In 1974, Congress passed the Safe Drinking Water Act. This law requires EPA to determine the level of contaminants in drinking water at which no adverse health effects are likely to occur. These non-enforceable health goals, based solely on possible health risks and exposure over a lifetime with an adequate margin of safety, are called maximum contaminant level goals (MCLG). Contaminants are any physical, chemical, biological or radiological substances or matter in water.

The MCLG for glyphosate is 0.7 mg/L or 700 ppb. EPA has set this level of protection based on the best available science to prevent potential health problems. EPA has set an enforceable regulation for glyphosate, called a maximum contaminant level (MCL), at 0.7 mg/L or 700 ppb. MCLs are set as close to the health goals as possible, considering cost, benefits and the ability of public water systems to detect and remove contaminants using suitable treatment technologies. In this case, the MCL equals the MCLG, because analytical methods or treatment technology do not pose any limitation.

The Phase V Rule, the regulation for glyphosate, became effective in 1994. The Safe Drinking Water Act requires EPA to periodically review the national primary drinking water regulation for each contaminant and revise the regulation, if appropriate. EPA reviewed glyphosate as part of the Six Year Review and determined that the 0.7 mg/L or 700 ppb MCLG and 0.7 mg/L or 700 ppb MCL for glyphosate are still protective of human health.” (EPA 2015)

While the United States classified glyphosate as non-carcinogenic when it was last reviewed in 1993, the World Health Organization published a study in March 2015 that indicates glyphosate is a probable carcinogen. Since the new study was released, there have been many questions asked regarding the safety of glyphosate. According to The Ecologist (June 12, 2015), several countries have banned or restricted use of the weed killer, including France, Columbia, Sri Lanka and El Salvador. In addition, many garden centers across the globe are pulling products that contain glyphosate off their shelves as a precautionary measure to protect customers. However, Roundup remains a staple herbicide in the United States.

JKLM ENERGY, LLC INITIATES RESPONSE TO RELEASE OF SURFACTANT AT REESE HOLLOW DRILLING LOCATION IN SWEDEN TOWNSHIP, POTTER COUNTY WEXFORD, Pa (Sept.24) – JKLM Energy, LLC (JKLM) today released information on the company’s ongoing efforts to respond to an incident in which a surfactant solution used in the drilling and completion of natural gas wells is believed to have migrated into shallow subsurface and ground water during initial drilling activities at the Reese Hollow 118 Pad located off Burrows Road in Sweden Township, Potter County, Pa. Surfactants are also referred to as “foaming agents” or “soap.” The migration was discovered following the use of the surfactant to free a broken drill bit piece in the well at 570 feet below ground on September 18th.

These updates, along with previous press releases and related information will be available at www.northhollowresponse.com, beginning at 4:00 PM today. As of September 24, 2015 JKLM Energy, LLC received lab results from six water sources that had potential groundwater contamination. These results included four of the five private water wells with foamy characteristics for the presence of isopropanol, the chemical of principal concern in the incident, which was not detected in those four wells. The material was also not detected in a sample collected from a spring located in the area of the investigation. The private well with foam closest to the drill site contained 15 ppm (parts per million) isopropanol, which is at the Act 2 standard for aquifers serving residential uses, the threshold for state drinking water standards. These sampling results are consistent with the belief that the aquifer would continue to disperse and degrade the isopropanol as it is transported through the aquifer by means of normal water flow.”

Total number of water samples (water wells, springs and surface water sources) analyzed to date (93), and those found with the presence of methylene blue activated substances (MBAS), isopropanol (IPA) and acetone, a constituent that is expected to be found as isopropanol breaks down in the environment. In a correction from yesterday’s update, a total of five samples have been returned with levels of MBAS above the U.S. Environmental Protection Agency’s non-health secondary standard of 0.5 parts per million (ppm).   5 samples above MBAS standard and 1 above isopropanol standard.

Our Comments

Testing Should include general water quality, MBAS, isopropanol, and acetone.  When isopropanol breaks down in the environment, this is a possible daughter.  This would suggest running a full VOC can with TICs to pick up daughters.  Therefore, the equivalent of a Tier II may be advisable.  The breakdown of isopropanol to acetone was based on feedback and expert information from B.F. Environmental Consultants and Quantum Laboratories.

Drinking Water Standard for foaming agents or MBAS – methyl blue activated substances or surfactants is 0.5 mg/L – potential aesthetic problems.
“Methylene blue active substances (MBAS) are anionic surfactants that can be detected by colorometric or color reaction methods. An MBAS assay is a type of analysis that makes use of a substance called methylene blue in order to detect the existence of foaming agents, detergents as well as other anionic substances in water under testing. With the MBAS assay method, undesirable components in water samples can be detected appropriately. This prevents water corrosion or contamination.”

Acetone – Drinking Water Standard – No formal Standard, but there is a clean up standard of 33 mg/L, but New Jersey has a standard of 6 mg/L.    (Also Acetone can be naturally occurring).  If evaluating acetone, it would be advisable to collect preserved and unpreserved samples and analyze samples as soon as possible.  In some cases, the preservation method may create some acetone.
