Master Watershed Steward Program and Training in Watershed Management

The Keystone Clean Water Team has been involved in watershed training and citizen based science programs since the foundation of the organization.  We have conducted rain barrel workshops, training sessions on low impact development and rural/urban landowner stormwater management, citizen science and stream and lake monitoring programs, education on conservation of water, resources, and energy, private well owner outreach, groundwater/watershed education, and stream and watershed assessments.

In June and July of 2019, we were asked by the Penn State Master Watershed Steward Program to conduct 2 training sessions for their education efforts.

You can find information on the Penn State Master Watershed Steward program was established to educate and empower volunteers to protect environmental resources. Training and volunteer service are coordinated at the county level by extension staff, partners, or trained volunteers. Generally 15-20 people are selected for the program each year. Those accepted to the program attend training classes that focus on a broad range of water resource topics, including groundwater, stream ecology, wetlands, invasive plants, water recreation and stormwater management. There is a one-time registration cost to those accepted into the program. This is to cover the cost of the manual, name tag, and cost of the meeting facilities.  Master Watershed Stewards work with the community to improve the health of our streams, rivers and other natural resources.

Announcement: Wyoming Valley Sanitary Authority Launches Regional Stormwater Management Project

“On the banks of the Susquehanna River, the Wyoming Valley Sanitary Authority (“WVSA”) recently launched an innovative regional stormwater management project that could be a springboard for other cooperative efforts between the region’s municipalities. Senator John T. Yudichak, Department of Environmental Protection (“DEP”) Secretary Patrick McDonnell, and representatives from more than 30 municipalities from Luzerne County announced the joint venture on the River Commons in Wilkes-Barre.

Under the plan, the WVSA will coordinate and implement a regional and comprehensive stormwater management program that will reduce pollution of the Susquehanna River and help Pennsylvania meet its obligations under the Chesapeake Bay Agreement. Under existing federal law, municipalities in Northeastern Pennsylvania must curb pollution of the Susquehanna River by as much as 10% in the next five years or each community could be penalized for failure to comply with federal law. The Environmental Protection Agency (“EPA”) regulations are intended to keep harmful contaminants out of the river and minimize each community’s environmental impact upon the river and downstream communities. As the EPA targeted reductions are met, the Susquehanna River will become cleaner thereby making it safer for wildlife as well as for fisherman, kayakers, and other sportsmen to enjoy.

The WVSA will assume the lead–on behalf of member municipalities–to finance capital projects, submit all stormwater management plans and permit applications, and implement pollution control measures throughout its service area that will reduce stormwater pollution to meet the EPA’s benchmarks. The U.S. Army Corps of Engineers, Baltimore District, will be assisting with stormwater mapping as part of the program.

“The WVSA is well-prepared to meet this challenge and we are eager to advance this project after months of planning,” said Jim Tomaine, Executive Director of the WVSA. “Over the next five years, we will reduce pollutants contaminating the Susquehanna River, which will improve water-quality.” By working together, the WVSA estimates that the region will save $57 million over five years and $274 million over the next two decades, in present-value dollars. Individual households will pay a nominal fee—anywhere between $3 and $4.50 monthly—to the WVSA to finance the regional effort. The WVSA estimates that households will pay between 70% and 90% less than if their municipality pursued EPA compliance on its own. “We all have a responsibility to clean up the Susquehanna River and the Chesapeake Bay because no single municipality could meet this obligation alone,” said Senator Yudichak. “The regional stormwater project—designed to improve water quality and wildlife habitats throughout the watershed—represents the most comprehensive environmental project in northeast Pennsylvania in the last forty years.”

Stormwater Management for Homeowners

DEP Analysis Concludes No Radioactivity Danger in Tenmile Creek

An extensive six-month investigation by the Pennsylvania Department of Environmental Protection (DEP) has concluded that there is no indication of any elevated radioactivity in Tenmile Creek in Greene County. The latest DEP study was conducted after concerns were raised about the results of a set of surface water samples taken in the spring of 2014.

DEP’s Bureaus of Radiation Protection and District Mining Operations conducted comprehensive sampling at the same 3 locations where the earlier samples were taken at the Clyde Mine Treatment Facility (CMTF) near Clarksville, Greene County. Additionally, samples were taken at 9 other locations both upstream and downstream of the CMTF. Surface water samples were taken along with samples of sediment, sludge, soil, aquatic vegetation, and fish.

“Our goal was to get a complete picture of any possible radiological contamination,” said John Stefanko, DEP Executive Deputy Secretary for Programs. “The original 2014 samples used a basic methodology that provides a limited sensitivity for naturally occurring radioactive materials. The 2015 samples were analyzed using U. S. Environmental Protection Agency (EPA) approved methodologies for determining radium-226 and radium-228 in water, plants, soil, or fish. The 2015 water samples were taken when the average daily stream flows within the watershed were at near normal flow conditions.”

All water samples were below the EPA drinking water limit of 5 picocuries per liter(pC/L) for radium-226 and radium-228. DEP did not find any indication of accumulated radiation in the sediment, plants, or fish.

One sample, of treatment sludge in a tank at the CMTF, indicated a radioactivity level for radium-228 at 19.539 pCi/L, which is not a level of concern but was a point of interest for DEP. DEP’s Bureau of Mining Programs staff determined that because the treatment facility uses a high-density sludge which recirculates treatment sludge to remove contaminants from water, the radium values would be concentrated. Water exiting the CMTF did not contain a radium level above typical background radiation readings. Although the Department does not believe the radium-228 level is cause for concern, as a matter of public interest it will periodically resample and analyze the CMTF sludge in 2016.

A set of non-radiological water samples was taken simultaneously with the radiological samples to characterize the water flowing into the creek from the CMTF. DEP’s Bureau of Mining Programs staff analyzed the sample results and concluded that the flow of raw and treated mine water was typical mine drainage, consistent with what would originate from a flooded underground coal mine in Southwestern Pennsylvania.

“Ultimately, there were no surprises in the environmental samples we took,” said Stefanko. “The radiological results were in line with expected background radiation readings. The non-radiological samples were consistent with what we regularly see in flooded underground mines in this region.”

This partnership allows consumers to know about environmental dangers near their homes

WILKES-BARRE, PA—September 25, 2015—B.F. Environmental Consultants, an environmental consulting firm providing a range of services throughout the Northeast, announced today that it will begin making detailed environmental risk reports available to consumers through its partnership with Keystone Clean Water Team, a Pennsylvania-based non-profit. The new program has been launched.  The program provides detailed information regarding existing and historic environmental hazards in communities across the country.

“A great deal of environmental risk data is available today but little if any of it is being made available to consumers,” said Brian Oram, a professional geologist and soil scientist and founder of B.F. Environmental Consultants. “By working with the Keystone Clean Water Team, we’re able to share this information with homeowners so that they will know what dangers are lurking in their neighborhoods and have some idea about what they can do about them.”

As part of the program, B.F. Environmental works with a national environmental database search company to identify possible sources of environmental contamination and then augments that data with information from its proprietary information sources, including its Know Your H2O? app and its online Water Research Center. The reports available to consumers provide a snapshot of the current and historic environmental concerns and hazards that might impact a property as well as a review of select criminal activity.

“The combination of the mobile app, customized reports, research reports, and water testing services will help citizens identify the environmental hazards present in their communities and help them address concerns they have about their city water, well water, or local stream water quality,” Oram said. “We are very proud to link these programs to help identify the little known hazards that affect consumers, identify the possible causes for water quality issues and provide assistance in diagnosing problems.”   Learn More at Keystone Clean Water Team?

Susquehanna Greenway Partnership River Towns Planner Position

Getting Well Water Tested Carbon County Pennsylvania

The Carbon County Environmental Education Center, in conjunction with the Keystone Clean Water Team, is offering a low-cost well-water testing opportunity for area residents.

Test kits are available now for pick-up at CCEEC. Homeowners may collect water samples, then return them on Sunday, April 19, from 1:00 to 3:00 pm, where Environmental Consultant and Hydrogeologist Brian Oram will perform certain tests immediately. Other results will be mailed confidentially within two weeks.

Two testing options are available: a $50 test includes total coliform, pH, nitrate, nitrite, conductivity, and other parameters, and a more comprehensive test is available for $95.

Homeowners with private wells are encouraged to test their water at least once each year, and area residents whose property might be impacted by any future development should consider testing to establish a baseline of well water quality.

Private Well Water System Drinking Water Well Owner Homebuyer in Rural Pennsylvania

Welcome to Pennsylvania and Welcome to Managing Your Own Small Water Company

In Pennsylvania,  there are generally no specific construction standards for private wells and there is only some general guidance with respect to well placement and construction.  Further, private well water is not regulated by the EPA or PADEP and therefore it is up to YOU to check your water to ensure that the well produces good clean and adequate water.    This is only a short summary of the information.  If you are interested we offer a Private Well Owner Training Course that can be offered as a Workshop for Your Community, Association, or other Organization  (Some of our community project pages).

There are a number of steps to this process and well will break them down as follows:

Well Placement
In general, the primary guidance with to water well placement in Pennsylvania is that a water well should be 100 feet from a septic system (regulated), 50 feet from a septic tank (regulated), 10 feet from a sewer line under pressure (regulated), 300 + feet from petrochemical storage, and 10 feet from a property line. To be honest, these isolation distance do not consider impacts from other natural conditions or activities.  In general, we  would recommend the following:

1. If possible, the private well owner should control all activities within a 50 to  100 foot radius of the wellhead, i.e.., top of the water well. These activities should include: use of pesticides and herbicides, storage of toxic or hazardous chemicals, storage or management of manure and other waste, diversion of surface water and runoff, overuse of the area by grazing animals, location of burrow pits, burn pipes, rubbish storage, or storage of used cars or other items that may contain antifreeze, oils, and greases.
2. Well casing should extend at least 18 inches above grade.
3. Well should be fitted with a sanitary well cap that has some form of venting.
4. The well should be located at least 10 feet from a property line.
5. It might be wise to install a Well Seal.

Other suggested isolation distances

Delineated wetlands or floodplains (25 feet)- with top of casing 3 feet above flood elevation.
Surface waters (25 feet) Storm water Systems (25 feet)
BioInfiltration Stormwater Systems (100 feet +)
Spray Irrigation/ Septage Disposal (100 feet+)
Sinkholes and Closed Depressions (100 feet +)
Farm silos / manure storage (200 feet) Septic Systems (100 feet)
Septic Tanks/Holding Tanks (50 feet)
Chemical Storage/Preparation Area (300 feet)

Well Construction

1. Prefer the use of steel casing that extends at least 15 feet to 20 feet into firm bedrock or 60 feet below ground, whichever is greater.
2. Casing should be of  adequate wall thickness to deal with corrosion and stress – 19lb casing+ (Steel).
3. The base of the casing should contain a harden driveshoe on the bottom of the casing and casing centralized in the borehole.
4. Wells drilled by a licensed well driller using only potable water as the drilling fluid.
5. Casing should be double circumferential welded or threaded casing.
6. Well caps should be sanitary well caps that are properly vented.
7. Annular space should have a neat cement grout layer that is at least 1.5 inches thick.
8. Pitless adapters should be used over well pits and if possible an NSF 61 pitless adapter used.

Well Testing (Yield and Quality)

After the well is drilled, the well should be developed using surging, air-lift, or pumping the well.  This is done to clean out the well cuttings and improve yield.  In some cases, this needs to be done to improve the efficiency of the borehole. If the well yield is low, some well drillers will hydrofrac the well. If you are going to hydrofrac a water well, we recommend zone hydraulic fracturing to isolate the deeper potential water-bearing zones.   After the well development has been completed, a shock wellbore disinfection should be conducted.  The well should be allowed to fully recover and a minimum 2-hour yield test is recommend.  After the yield testing, the well should be shock disinfected.  For information on shock disinfection – we recommend visiting Water-Research Center (Know Your H20) .   The well yield data should include the static water level (water level before pumping), maximum dynamic water level (maximum depth to water during pumping), pumping rate, and length of the pumping test.  This data should be included on the well log and the specific capacity of the well should be reported.  The specific capacity is the rate of yield or gallons per minute per foot of drawdown.  The drawdown is the difference between the static and dynamic water level measurement. 

Before the end of the yield testing, it is recommended that a general water quality analysis of the well be conducted.  This testing should include bacterial quality, general water quality, and specific parameters that are known problems for your region.  Do not rely on a free water analysis or a basic water quality screening down by the well driller.  This should be either information or certified testing conducted by a laboratory.  For information on this type of testing, please contact the Keystone Clean Water Team or the Water-Research Center.   The initial water quality testing data should be reviewed and evaluated.  The first well or city water quality test should be a comprehensive water quality check.  If you are want informational water testing, we would recommend either the Well Water Check or the City Water Check Option. This evaluation should include the need for any further action to improve the well security, continue with well development, or add equipment to improve well water quality.  In some cases, water treatment systems are installed as an additional barrier or layer of protection.  In many cases, the only type of additional treatment that is needed is a whole-house particle filter and a sanitary well cap.  For information on Do-it-Yourself Water Treatment Systems (US Water Systems, FilterWater.com, or Crystal Quest) .

Well and System Maintenance

At a minimum, the well water system should go through an annual inspection.  This inspection could be associated with the annual water quality test or inspection of any water treatment systems.  During this evaluation, the aesthetic quality of the water should be evaluated and some basic field water quality screening should be conducted.   For the field water screening, it is possible this can be done using a number of low-cost meters or an informational water quality screening test.

Annual Water Testing

Depending on the results of the initial evaluation, the results should be evaluated to determine what are the water quality parameters that should be monitored to help track the general water quality of the well.  If a water treatment system was installed, the annual water quality evaluation should include the performance of the water treatment system.  If you need help with determining what you need, WE can Help – We first recommend our Self-Diagnostic Tool and then maybe the DIY Water Testing or Informational Water Testing Program.  The Keystone Clean Water Team can provide guidance on the selection of water quality parameters, review water quality data, and make recommendations on the water quality parameters.  If you are interested, you may want to obtain a copy of our Educational Booklet and Brochure.

Agency for Toxic Substances and Disease Registry (ATSDR)/Centers for Disease Control and Prevention (CDC) Northeast Pennsylvania Polycythemia Vera (PV) Investigation

Background 

In 2004, using state cancer registry records, the Pennsylvania Department of Health (PADOH) found a PV cluster in northeast Pennsylvania. PV is part of a disease group called myeloproliferative neoplasms (MPN), which is a group of slow-growing blood cancers where the bone marrow makes too many red blood cells, white blood cells, or platelets.

In 2006, ATSDR was asked to help study PV patterns in the area. From 2007-2008, ATSDR reviewed medical records, conducted genetic testing, and confirmed this PV cluster.

In 2009, Congress funded ATSDR to continue this investigation. ATSDR is overseeing 18 projects with PADOH, the Pennsylvania Department of Environmental Protection, and various universities and private organizations. These projects are based on recommendations from an expert panel. The panel identified four areas for investigation; epidemiology, genetics, toxicology, and environmental studies.

In 2014, the last of the contracts for the 18 different projects ended.

 

Status

The graphic with this email provides a summary of the status of each of the 18 projects as of October 2014.  I’ve attached this graphic both as a “snapshot” in the body of this email, as well as a pdf attachment.  Projects highlighted in “green” in the attached graphic have work complete and a final product available (if applicable).  Projects highlighted in “yellow” have final products in progress and undergoing clearance.  Projects highlighted in “red” have final products that are anticipated but not yet started.  The shapes of the projects in the graphics give you an idea of the category of work of that project, as described in the key on the graphic.

 

As of October 30, 2014, work is complete and a final product is available (if applicable) for 10 projects.  We are happy to announce that 3 new projects (#11, #13, and #18) moved from yellow to green since my April 2014 update:

Community Connections to Our Watershed –  Pennsylvania DCNR Program

The program brings “Real world experiences bridge the gap between classroom “knowing” and community “doing””. PA Land Choices has been developed to provide participants with a basic understanding of community government and the powerful role of citizens who work toward common goals. The engaging activities in the manual provide opportunities to work collectively in teams, gaining knowledge and skills that will be useful for a lifetime. Workshops involve professional planners and other experts to help participants create, sustain and protect the special character or their neighborhoods. It is a lesson on citizenship and the democratic process practiced at one of the most important levels…right in your home town.

The Keystone Clean Water Team (that is correct) – The name change is official with the IRS– was happy to assist this program with an education and outreach program related to energy use, types of energy sources, need for a national energy policy and community approach, and the facts about Marcellus Shale Development.  We talked about baseline testing, pre-existing problems, how wells can be impacted, how to understand and manage risk and much more – All Fact Based.   After the education program, the students toured a natural gas drilling site.  The tour guide was Mr. Bill Desrosier from Cabot Oil and Gas.
