Master Watershed Steward Program and Training in Watershed Management

The Keystone Clean Water Team has been involved in watershed training and citizen based science programs since the foundation of the organization.  We have conducted rain barrel workshops, training sessions on low impact development and rural/urban landowner stormwater management, citizen science and stream and lake monitoring programs, education on conservation of water, resources, and energy, private well owner outreach, groundwater/watershed education, and stream and watershed assessments.

In June and July of 2019, we were asked by the Penn State Master Watershed Steward Program to conduct 2 training sessions for their education efforts.

You can find information on the Penn State Master Watershed Steward program was established to educate and empower volunteers to protect environmental resources. Training and volunteer service are coordinated at the county level by extension staff, partners, or trained volunteers. Generally 15-20 people are selected for the program each year. Those accepted to the program attend training classes that focus on a broad range of water resource topics, including groundwater, stream ecology, wetlands, invasive plants, water recreation and stormwater management. There is a one-time registration cost to those accepted into the program. This is to cover the cost of the manual, name tag, and cost of the meeting facilities.  Master Watershed Stewards work with the community to improve the health of our streams, rivers and other natural resources.

  • Organizing educational events such as rain barrel building workshops and seminars on backyard stormwater management.

Riparian Buffer Zones – A Critical Element to In Stream Water Quality

“Riparian buffer is the term for an area of vegetation that grows along a waterway to help prevent substances from reaching the water. The fact that this type of area has its own term should be telling of its importance. As water flows across the land, or the watershed region, it carries with it a whole slew of pollutants: sediment, chemicals, nutrients, bacteria, litter, etc. These pollutants are filtered and absorbed by the plants and soils growing in riparian buffers, and therefore prevented from entering the water.

Riparian buffers provide flood water storage and help to prevent soil erosion during high rain events and along high motion waters such as streams and lake shores. They also provide cooling shade which helps heat-sensitive aquatic organisms survive (such as brook trout), and control algal growth by blocking sunlight.

Where do we need riparian buffers? Every stream, lake, wetland, and pond will benefit from these helper plants filtering out harmful substances, holding in the soil, and allowing excess water to infiltrate into the ground water system. These plants are most crucial along the waterway edge, and the greater the riparian buffer width, the better.

What makes a good riparian plant? Almost anything with roots, and preferably native species that are tolerant to wet conditions. Trees and shrubs, grasses and forbs (wildflowers), and sedges and rushes, have strong root systems that lock in the soil and are adapted for surviving in our seasonal weather changes. Trees are the most beneficial because they establish long-term roots, continue to grow over time, and provide the most shade, food and shelter proportional to the space they occupy.  A healthy riparian buffer mimics the natural the habitat for the area in which it is located, whether it be a forest or a meadow, with a diversity of plant types and heights. Sod, or mowed grass, has leaves too short to aid in filtering, and roots too shallow to aid in erosion protection.

What else do they do? Riparian buffers add to the available habitat and food sources for wildlife such as birds, pollinators, mammals, and other critters, including aquatic ones. Did you know “trees feed trout”? The aquatic insects at the bottom of the food chain, like caddisflies, munch on the tree leaves and their biofilm (algae and bacteria) that have fallen into the streams. Trunks and branches that fall into the stream create aquatic habitat variety as well.

Who can make a riparian buffer? You can! If your property borders a waterway, you can enjoy designing a grow zone that suits your liking. Though it will require some maintenance until the new plants establish, you can enjoy the beauty of the flowers right away.  Check the links below to learn more.

Lastly, riparian buffers can serve as a reminder to us that water levels fluctuate within the floodplain, and we should keep development a safe distance from the water’s edge.”  (Article link)

Our thoughts on riparian buffer zones:

1. Overall we agree, we should protect and restrict encroachment on stream channel, floodway, floodplain, wetland, and hydric soil boundary.

2. This should not be a one-size fits all “safe distance”, but based on site-specific information and conditions.

3. Most beneficial chemical reactions happen at this critical transition zone – if you want to protect streams from nitrogen impact from nitrate – maintain the anoxic zone and transition zones between uplands and streams.

Water Quality Association supports PFAS Plan for Drinking Water

EPA suggests consumers have water tested and use certified in-home filtration to remove or reduce levels of these toxic chemicals
LISLE, Ill. – The Water Quality Association supports the U.S. Environmental Protection Agency (EPA) taking steps toward setting a safety threshold for highly toxic drinking water contaminants known as PFAS. Acting EPA Administrator Andrew Wheeler on Thursday outlined a plan that addresses drinking water and cleanup concerns as well as monitoring of PFAS, expanding research and improving enforcement.

“We are encouraged that the EPA is continuing to move forward with establishing a consistent standard across the country for these dangerous chemicals,” said WQA Global Government Affairs Director David Loveday. “We strongly support the action plan’s recommendations that consumers have their drinking water checked by a certified laboratory and then use certified in-home filtration to remove or reduce any chemicals found.”

In September, a letter from WQA supporting further study of human health risks of PFAS contamination and using in-home treatment technologies to combat them was introduced into testimony before a U.S. House Energy and Commerce subcommittee. Research shows POU/POE treatment “can be used to successfully treat for these contaminants at the home or in a building,” said the letter from WQA Executive Director Pauli Undesser. “They cost only a fraction of the price our society would need to bear to upgrade our drinking water treatment plants for PFAS removal.”

Last May, Loveday and WQA Technical Affairs Director Eric Yeggy took part in the EPA’s PFAS National Leadership Summit, which called for a national management plan.

Per- and polyfluoroalkyl substances, known collectively as PFAS, are man-made chemicals found in such things as firefighting foams and stain-resistant, waterproof and nonstick coatings. Because they break down slowly, if at all, they have turned up in drinking water systems across the nation in varying levels. Some individual states have begun regulating the chemicals.


For individuals concerned about PFAS, the EPA Plan states:
“The EPA recommends contacting your state for a list of laboratories that are certified to test for PFAS using EPA Method 537. If you find PFAS in your drinking water, certain PFAS can be reduced or removed through the use of in-home point-of-use or point-of-entry water filters. It is important to keep in mind that any in-home treatment device should be certified by an independent party.”

In-home technologies such as reverse osmosis, carbon filtration and anion exchange have been independently tested and proven to be a successful final barrier to treat drinking water for PFAS.

WQA is a non-for-profit, accredited independent third-party certification body by the American National Standards Institute (ANSI) and the Standards Council of Canada. WQA’s website provides additional information on PFAS chemicals and product certification.

As part of its annual DC Fly-In and the Water Resources Congressional Summit on March 5 and 6, WQA members and staff will discuss PFAS in meetings with Congressional and federal agency staffs. Fly-In registration is open through Friday, Feb. 15.

WQA is a not-for-profit trade association representing the residential, commercial, and industrial water treatment industry. WQA’s education and professional certification programs have been providing industry-standardized training and credentialing since 1977. The WQA Gold Seal certification program has been certifying products that contribute to the safe consumption of water since 1959. The WQA Gold Seal program is accredited by the American National Standards Institute (ANSI) and the Standards Council of Canada (SCC).

“A new analysis of New Jersey drinking water reveals widespread challenges.“More than 1.5 million New Jerseyans are served by a utility that has been cited for excessive contaminants since April 2014, when the Flint water crisis was revealed, according to an analysis of U.S. EPA data by USA TODAY NETWORK New Jersey,” The Asbury Park Press reported. “The data shows that water utilities in the Garden State have racked up at least 226 contamination violations of the Safe Drinking Water Act since Flint became synonymous with tainted tap water and put other water systems under a spotlight,” the report continued.  The report shows the state’s water challenges extend even beyond Newark, which is undergoing a major lead crisis.”

What we recommend:

1. Know if you are getting your water from a regulated or unregulated water system.
2. If you are part of a regulated system – Make sure to get a copy of the consumers confidence report for your supplier.
3. Inspect your piping and home, could you have a lead issue in your home?  This includes lead piping, lead solder, lead paint, lead dust, or consumer products high in lead.
4. Conduct a lead screening test on your home drinking water.
5. If necessary, conduct a first flush and flush test of your drinking water for lead and check to see if your water is vulnerable to corrosion.

Emerging Compounds in Drinking Water and NSF Standards

“NSF/ANSI 401:  Emerging Compounds

NSF/ANSI 401 addresses the ability of a water treatment device to remove up to 15 individual contaminants (listed below), which have been identified in published studies as occurring in drinking water. While not a public health issue, the contaminants covered in NSF/ANSI 401 have been detected in drinking water supplies at trace levels and can affect some consumers’ perception of drinking water quality. (NSF/ANSI 401 also applies to reverse osmosis (RO) water treatment.)

Prescription Drugs

  • Meprobamate: a compound found in anti-anxiety drugs.
  • Phenytoin: an anti-epileptic drug.
  • Atenolol: a beta blocker drug.
  • Carbamazepine: an anti-convulsant and mood-stabilizing drug.
  • Trimethoprim: an antibiotic medication.
  • Estrone: a prescription birth control drug.

Over-the-Counter Medications

  • Ibuprofen: an over-the-counter pain reliever and anti-inflammatory medication.
  • Naproxen: an over-the-counter pain reliever and anti-inflammatory medication.

  • BPA (Bisphenol A): a chemical compound used as a plasticizer.

For 10 years, a chemical not EPA approved was in their drinking water

(CNN)For 10 years, some residents in Denmark, South Carolina, have been suspicious of the rust-colored water coming from their taps. They’ve been collecting samples in jars and using bottled or spring water, even though the local and state government assured them it was safe.

But through a Freedom of Information Act request and a one-year investigation, CNN has found new information that may cast doubts on those assurances.  The state government was adding a substance to one of the city’s four wells, trying to regulate naturally occurring iron bacteria that can leave red stains or rust-like deposits in the water. The substance, known as HaloSan, was not approved by the US Environmental Protection Agency to disinfect drinking water.”

The Water Cure Hydration is a Key

When reviewing some old video, I came across a combative interview I watched in the mid 90s on the “Water Cure” by Mr. Bob Butts.   It got my attention because I was just diagnosed with “early” stage high blood pressure and have been an advocate for getting your drinking water tested.  To be honest, it was his passion on the issues of that encourage me to follow a path that includes the issues of water.   Mr. Butts Hydration so I though it might be nice to post a short story with additional information.  He was a hydration advocate.   I think I meet Mr. Butts when I did a “Call the Doctor Show” in 1990’s.  He was not on the show, but he was in the studio.

“Bob Butts, owner of Cee-Kay Auto Parts stores in Kingston, Wilkes-Barre, Pittston, Moosic and Scranton, died Monday at his home in Old Forge. He was 83. Although Butts was an auto parts dealer, he spent a fortune trying to cure people’s health problems. For years, he spent hundreds of thousands of dollars advertising what he believed to be the cure for every illness. His recommended cure involved drinking an ounce of water for every two pounds a person weighs, using one-quarter teaspoon of sea salt for each quart of water and avoiding alcohol, soda and caffeine.”

What is the water cure ?

President signs water infrastructure legislation advancing NGWA key policy priorities

President Donald J. Trump signed into law the America’s Water Infrastructure Act (AWIA) on October 23, a re-authorization of the Water Resources Development Act (WRDA) combined with legislation building on the Safe Drinking Water Act.

Doing so provides support to several programs including flood control, water storage, and drinking water programs.

NGWA CEO Terry S. Morse, CIC, hailed the legislation’s passage, calling it “a validation of the collective efforts made by NGWA volunteers to promote the importance of investing in groundwater.”

AWIA was passed overwhelmingly by the U.S. House of Representatives and Senate in September. Typically, WRDA legislation has a narrow focus on navigation, dams, and levees, but after concerted efforts by NGWA and other organizations, the AWIA legislation includes a significant number of provisions affecting drinking water programs.

NGWA’s top priorities in AWIA:

  • Drinking Water Infrastructure: Authorizes increased funding for the Drinking Water State Revolving Fund. DWSRF funds can be used for a range of purposes including supporting construction, upgrading, and maintenance of rural infrastructure such as wells and well systems.
    • $1.174 billion FY2019
    • $1.3 billion FY2020
    • $1.95 billion FY2021
  • Groundwater Recharge: Re-authorization of the Water Infrastructure Finance and Innovation Act (WIFA) program for two years at $50 million per year, which finances large projects like managed aquifer recharge projects. The legislation also removes the “pilot” designation of the program.
  • PFAS: Requires water systems serving more than 3,300 people to monitor for unregulated contaminants.
  • Resilience Planning: Provides funds to water systems to develop resilience plans to address extreme weather.

Passage of AWIA highlights the effectiveness of NGWA advocacy as several provisions NGWA advocated for during the NGWA Groundwater Fly-In in 2016, 2017, and 2018 were signed into law on October 23.

  1. Please remember we must work with the processes on Planet Earth and not against them and we need to ADAPT!
  2. We must start being honest, the biggest problem or concern is not carbon dioxide or methane emissions, but inefficiency, building in the wrong areas (like floodplains, unstable ground, and land that is actively sinking.)
  3. We must consider water as a resource in all its forms.  So instead of stormwater, wastewater, drinking water, we have to consider this as a resource to reuse, promote groundwater recharge, and stop water mining and over allocations.

  1. We must remember that water is not the only path for contamination migration and many times we are are the last line of defense and it is our home environment and the consumer products and lifestyle that plays a major role.

Private Water Wells Lycoming County Pennsylvania Flooding Contaminated Drinking Water

Lycoming County, Pennsylvania – Flooding Private Water Wells – contaminated drinking water

With the significant and long-term rainfall events, we have rural areas that have undergone flooding.   If your area has been flooded and you use private water wells, you must take some action to ensure that your water well is thoroughly cleaned and sanitized.    When water wells become inundated or a region floods, it is possible that the contaminated water may enter the water well directly via the well cap or indirectly through natural macropores  (i.e., spaces between the rock or particles of sand and gravel,  in the unconsolidated material or bedrock.  OUR suggestions are as follows:

  1. Do not panic!
  2. If you are not handy, we recommend that you contact a licensed professional well driller.
  3. If you are handy and have power, we recommend that you inspect the area around the well and remove the well cap and shock disinfect the well.
  4. We would recommend the well be purged to waste – do not purge the water into the septic system or back directly into the well initially.  When the well water appears clear, recirculate the water back into the well to wash down the sides of the casing.   Please make sure to by-pass any water treatment devices and water filters and do not run this water through your main plumbing of the home.
  5. We then recommend that the well and main line be shock disinfected twice.  This is our website that contains information on how to shock disinfect a well and a link to a video that reviews the process and to the preferred chemical to use (Link to Amazon).  Please note- Some local well drillers has this chemical available.   If you can not get this chemical, it is ok in an emergency to use household bleach that does NOT contains scents, fragrances, or other additives.
  6. After the well has been shock disinfected and purged one to waste, the second shock disinfection should be to the well and the distribution system of the home.  When you conduct this disinfection, it is critical that you remove all aeration devices, by-pass all filters, and remove any hoses or connections that have inline filters or screens, i.e., your washer hoses and you may want to consider raising the casing, adding a sanitary well cap, and adding a Well Seal.
  7. When you believe you have shock disinfected the well properly, we recommend the following:
    1. Screen the raw untreated well water and the water from the piping of your home using a DIY Informational Water Testing Screening Test. (Link to TA – portion of the proceeds benefits the Keystone Clean Water Team)
    2. If the screening test is negative, we would suggest that you then contact a certified laboratory PA by county and have the water tested for at least total coliform and E. coli. using a method that gives you a physical count, i.e., an enumeration method.
    3. If the water is still positive for total coliform and/or E. coli, we would recommend that you shock disinfect the well and distribution system a second time, but use a longer reaction time and then retest using a certified laboratory.
    4. If you are in an area with farming or petrochemical storage or high use, we would also recommend an informational water screening test that includes trace metals, herbicides, pesticides, and volatile organic compounds  (Link to NTL – portion of the proceeds benefits the Keystone Clean Water Team).

PS: Adding too much disinfection chemical to the well is not wise, this can cause the release of arsenic and other trace metals into the water.
