The Marcellus Shale Coalition is pleased to offer to all oil and gas industry stakeholders the opportunity to attend a training session on the recently released Pennsylvania State Programmatic General Permit 5 (PASPGP-5).

Section 404(e) of the Clean Water Act (CWA) (33 U.S.C. §1344) provides for the issuance of Department of the Army (DA) general permits (GP) on a statewide basis, which operate in conjunction with a State regulatory program that protects the aquatic environment in a manner equivalent to the DA regulatory program, provided that the activities permitted under each category of such GPs are similar in nature and result in no more than minimal individual or cumulative adverse effects on the aquatic environment.

The Commonwealth of Pennsylvania’s Dam Safety and Waterway Management Rules and Regulations establish a statewide permit program for protecting the waters of the Commonwealth. The Commonwealth’s procedures for the granting of permits require the PA DEP to apply evaluation criteria consisting of alternatives analysis (for non-water dependent activities), avoidance techniques, the minimization of impacts, and if a permit is to be granted, compensatory mitigation. The evaluative criteria within the Commonwealth’s program are similar to Federal criteria under Section 404(b)(1) of the Federal Clean Water Act.

The PASPGP-5, effective on July 1, 2016, authorizes impacts to stream and wetland encroachments and crossings in Pennsylvania. During this training, attendees will be educated on the requirements within PASPGP-5. Additionally, an update on the proposed wetland and stream assessment protocols that were released for public comment in 2014 and are approaching finalization will be discussed. Lastly, industry experts will present case studies that will demonstrate five methods for pipeline stream crossings and review lessons learned.

Reduce Exposure to Toxic Chemicals and Compounds

Dozens of scientists and health providers have signed the statement, as has Linda Birnbaum, director of the National Institute of Environmental Health Sciences and the National Toxicology Program.”

How to Limit Your Exposure to Toxic Chemicals

A coalition of doctors, scientists and health advocates says you may be able to reduce your overall exposure to toxic chemicals by taking the following steps:

  • Reduce pesticide exposure by choosing organic strawberries, apples, nectarines, green beans, celery and spinach.    (This may be expensive, you may want to consider growing your own or at least washing and rinsing the items or buying from a USA Source).
  • Choose seafood low in mercury like salmon, sardines, and trout.  (Limit the intake of bottom feeders).
  • Breast-feed your baby if you can; if you use formula, make sure the water is lead-free.  (Lead-free water may require the installation of a point of use water treatment system).
  • When buying furniture with padding like a high chair, sofa or mattress, ask for products that are labeled free of toxic flame retardants.
  • Avoid exposing the family to tobacco smoke, wood smoke from fireplaces and wood stoves, idling car exhaust, cooking fumes from stoves and grills.
  • If you’re putting in a new floor, choose either phthalate-free vinyl flooring or wood, bamboo or cork. (Check on the sources of the materials).
  • Avoid plastic toys, backpacks, lunch boxes and school supplies made of polyvinyl chloride (PVC) which can be a source of phthalates.  (This may be tough- First Choice Buy Made in the USA).
  • Choose fragrance-free personal care products to avoid phthalates in fragrances .   (Try naturally scent oils)
  • When using stool softeners, laxatives and other time-release capsules, look for phthalates on the list of inactive ingredients so you can avoid them.   (How about eat more fiber).
  • Use nontoxic alternatives to pesticides in your yard and on your pets.   (or use them as directed)
  • Screen your house for lead. If it was built before 1978, lead paint may place your family at risk. If paint is chipping or peeling, it can build up in house dust and stick to children’s hands.   (Lead Paint Testing and Comprehensive Water Testing)
  • Reduce household dust that may contain lead, flame retardants, phthalates and pesticides. Take shoes off before you come into the house and use a doormat to trap dirt outside and inside the doorway. Damp mop, use a HEPA-filtered vacuum cleaner and dust with a microfiber cloth.   (Least us not forget Mold and Radon)

How to Reduce Lead in Your Drinking Water

Lead has been a hot new topic, but not for the Keystone Clean Water Team.  We have been talking about and educating the public,  private well users, and city water users about lead and drinking water quality for over 30 years.  Here are some suggestions to reduce lead in your drinking water.

  1. Flush your pipes before using the water for drinking – most of the lead in the water is not coming from the water source, but from the piping in your home or the main water line.  Lead may be also coming some of the fixtures or some of the scale that as built up over time on the inside of the pipes.    The longer the water has been sitting in the piping – the higher the lead content – “SO flush it out”.    (How Long?  – about 2 minutes or until it becomes noticeably cold).    Hint- “Most of the time the source is your water pipes, NOT the main.”
  2. Use ONLY Cold Water for Consumption – this includes making soup, tea, coffee, etc.   Hot water likely contains even more lead.  Also – watch the cookware ! Glazed pottery and some glazing used tableware and cookware can contain lead and other metals, like aluminum.  (Watch imported and traditional Goods and replicas !)
  3. Get the Water Tested – Ask the Utility to Test, Contact a Testing Laboratory, or conduct an Informational Water Test from a reliable source, but get the facts and do a first flush and flushed test for copper, lead, and zinc.   If you think there is a problem and you have a private water system or well, you may want a more comprehensive test to determine the corrosion and/or scale forming potential of your water.
  4. If you have slime coating or odors – Get a bacterial test that includes total coliform, standard plate count, E. coli.,  and slime forming bacteria.

Hints You May Have A Lead Problem

  1. Your home has faucets or fitting made of brass that contains some lead.
  2. Your home has lead pipes.
  3. Your home has copper pipes with lead solder and the home is older than 1989, the water is soft, and the water is used intermittently.
  4. You have pin hole leak, blue-green stains, or blue water.
  5. Your home was built before 1930s.
  6. Piping installed prior to 1986 may have solder and flux that was high in lead – How High?  At one time as high as 50 % lead.   In 1986, the term lead-free applies to solders and flux that are 0.2 % lead and pipes and fittings must be 8 % or less lead.  This did not go into effect until about 1988.

Offers facts and tips about treating for lead contamination

Lisle, Illinois -The Water Quality Association (WQA), an Illinois-based not-for-profit organization, is offering informational resources to help with the drinking water crisis in Flint, Michigan. Flint residents are expected to receive federal aid to help ensure their access to safe drinking water. On January 16, 2016, President Obama signed an Emergency Declaration for the Federal Emergency Management Agency (FEMA) to coordinate all disaster- relief efforts. The declaration states that, “This emergency assistance is to provide water, water filters, water filter cartridges, water test kits, and other necessary related items for a period of no more than 90 days.”

Lead (Pb) has been identified as the waterborne contaminant of primary concern for Flint’s residents. To minimize the presence of contaminants such as lead, which may enter the water after it has left a municipal treatment facility, WQA recommends water treatment equipment that has been certified by an ANSI (American National Standards Institute)-accredited certification body. Such accredited entities include WQA’s Gold Seal Product Certification Program, NSF International and Underwriters Laboratory. It is important consumers follow the manufacturer’s instructions for maintenance. WQA also lists of water treatment professionals across the U.S. on its website at Lead in Water.
Additional notes
1. Recommend that we concentrate on the following – get kids and adults blood tested.
2. Get first flush testing completed for lead and alternative water source for drinking.
3. Install point of use treatment in the interim.
4. Develop a plan to remove the lead service lines.
5. Develop a plan to install corrosion control.
6. Lawsuits should wait until the problem is addressed.

Water Quality Association Addresses Frequently Asked Questions about Lead in Water

Lisle, Illinois -The Water Quality Association (WQA), an Illinois-based not-for-profit organization, is offering informational resources to help differentiate fact from fiction regarding the drinking water crisis in Flint, Michigan. The Association has compiled answers to several of the most common questions, while addressing some widespread misconceptions Flint residents may have about lead (Pb) in drinking water.

What are potential health effects from lead?

Lead poisoning often displays no outward symptoms; however, irritability, weight loss, vomiting, constipation, and stomach pain are possible signs to look for. Young children and pregnant women are at the greatest risk, even from short-term exposure. Reduced cognitive development and neurobehavioral deficits are associated with blood levels less than 10 micrograms of lead per deciliter of blood in children.[1] Therefore, there is no safe level for lead to be present in the blood of children.[2] Individuals will adsorb more lead if they have poor nutrition than those with better diets.

Can a Total Dissolved Solids (TDS) meter be used to detect lead in drinking water?

No. There have been some misconceptions around TDS Meters. These meters cannot measure lead specifically; they detect the conductivity directly related to the concentration of combined total dissolved solids such as minerals, salts and metals. The typical sample of tap water in the U.S. contains approximately 350 parts per million (ppm) of TDS[3], which, as a whole does not on its own indicate a health concern and in many cases is used as a means to enhance taste of water.  Lead concentration is found 1000 times lower at the parts per billion (ppb) level, and is too small to be detected without sophisticated instrumentation. Moreover, because TDS meters don’t measure individual ions, lead cannot be detected on its own.

Where can I go to get my water tested?

Water testing should be done be a certified testing laboratory.[4] WQA strongly recommends water testing be conducted at each point of use in accordance with appropriate sampling procedures. The water should be checked after a period of disuse before a specific water treatment product is selected. Water conditions can change, so the water should be tested both before a treatment product has been installed and at regular intervals following installation. Studies have shown the reported levels of lead found in some Flint, MI water results are higher than conditions under which the manufacturer set the replacement recommendations for filters in published manuals.

How do I maintain a filter once it is installed?

Always follow the manufacturer’s installation instructions and contact the manufacturer to confirm usage and capacity. To ensure the manufacturer can provide the most accurate recommendations, have test results for lead and iron on hand for review.

Where do I find a product certified for lead reduction?

American National Standards Institute (ANSI)-accredited entities offering product certification include: WQA’s Product Certification Program, NSF International, International Association of Plumbing and Mechanical Officials, and Underwriters Laboratory. To find products certified by WQA for lead reduction. Contact information for local professionals and manufacturers of certified products can also be found wqa.org.

Valley View Holds First High School Energy Fair Archbald Pennsylvania

Northeastern Pennsylvania gas companies went to Valley View High School in Lackawanna County to sponsor an energy fair introducing youth to energy careers.

The growth and dedication that has been displayed between the natural gas industry and educational institutions over the years has been staggering. While much of that relationship has been amongst local area colleges, high schools have been becoming closely involved too, as evidenced by the Energy Education Program offered at Valley View High School in Archbald.”

As this blog has noted before, the Energy Education Program offered by Valley View is the first of its kind in the state, as it brings energy-specific curriculum to the high school level and was developed as a collaboration between industry experts and school officials. The course covers nine different types of energy and regularly features speakers from the various industries.

But on Friday, Dec. 18, Valley View took the next big step in its program and hosted its first Energy Fair, which was planned and organized by the Energy Education Program class.

DEP Analysis Concludes No Radioactivity Danger in Tenmile Creek

An extensive six-month investigation by the Pennsylvania Department of Environmental Protection (DEP) has concluded that there is no indication of any elevated radioactivity in Tenmile Creek in Greene County. The latest DEP study was conducted after concerns were raised about the results of a set of surface water samples taken in the spring of 2014.

DEP’s Bureaus of Radiation Protection and District Mining Operations conducted comprehensive sampling at the same 3 locations where the earlier samples were taken at the Clyde Mine Treatment Facility (CMTF) near Clarksville, Greene County. Additionally, samples were taken at 9 other locations both upstream and downstream of the CMTF. Surface water samples were taken along with samples of sediment, sludge, soil, aquatic vegetation, and fish.

“Our goal was to get a complete picture of any possible radiological contamination,” said John Stefanko, DEP Executive Deputy Secretary for Programs. “The original 2014 samples used a basic methodology that provides a limited sensitivity for naturally occurring radioactive materials. The 2015 samples were analyzed using U. S. Environmental Protection Agency (EPA) approved methodologies for determining radium-226 and radium-228 in water, plants, soil, or fish. The 2015 water samples were taken when the average daily stream flows within the watershed were at near normal flow conditions.”

All water samples were below the EPA drinking water limit of 5 picocuries per liter(pC/L) for radium-226 and radium-228. DEP did not find any indication of accumulated radiation in the sediment, plants, or fish.

One sample, of treatment sludge in a tank at the CMTF, indicated a radioactivity level for radium-228 at 19.539 pCi/L, which is not a level of concern but was a point of interest for DEP. DEP’s Bureau of Mining Programs staff determined that because the treatment facility uses a high-density sludge which recirculates treatment sludge to remove contaminants from water, the radium values would be concentrated. Water exiting the CMTF did not contain a radium level above typical background radiation readings. Although the Department does not believe the radium-228 level is cause for concern, as a matter of public interest it will periodically resample and analyze the CMTF sludge in 2016.

A set of non-radiological water samples was taken simultaneously with the radiological samples to characterize the water flowing into the creek from the CMTF. DEP’s Bureau of Mining Programs staff analyzed the sample results and concluded that the flow of raw and treated mine water was typical mine drainage, consistent with what would originate from a flooded underground coal mine in Southwestern Pennsylvania.

“Ultimately, there were no surprises in the environmental samples we took,” said Stefanko. “The radiological results were in line with expected background radiation readings. The non-radiological samples were consistent with what we regularly see in flooded underground mines in this region.”

PADEP pipeline task force gives 184 recommendations

A state task force on natural gas pipelines is making 184 recommendations touching on everything from location of pipelines to emergency response plans, all designed to promote “responsible” pipeline development in Pennsylvania. The 335-page document, crafted by the state Department of Environmental Protection’s Pipeline Infrastructure Task Force, has been posted online for public review.

“It is important to remember that the report is not meant to be the final word,” said DEP Secretary John Quigley, who chaired the task force. “When we present our report to the governor in February 2016, I anticipate that the next step will be to determine the feasibility and implementation strategies for each recommendation.”

The 48-member task force was created in May by Governor Tom Wolf to develop policies, guidelines and tools to assist in pipeline development, operation and maintenance.

Recommendations in the draft were assembled by delegates from sectors affected by pipeline development, Quigley noted, including agriculture, communities, environmentalists, cultural resource advocates, industry officials, government agencies and emergency responders.

That lengthy list of recommendations starts with “educate landowners on pipeline development issues.” Other recommendations:

  • Implement full-time environmental inspections during pipeline construction.
  • Monitor water quality during construction.
  • Establish planning coordination between county agencies and pipeline developers.
  • Require pipeline abandonment plans.
  • Standardize emergency response plans and provide 911 addresses for pipeline-related facilities.
  • Do not locate pipelines parallel to waterways within their 100-year floodways.
  • Conduct early outreach with affected communities.
  • Minimize impact on local roads.
  • Create various statewide bodies and processes, including an all-region DEP pipeline review committee, a statewide pipeline information center for the public, and a DEP design manual for pipeline construction.

Susquehanna River Basin Commission Study Finds No Impacts on Streams from Marcellus Shale Drilling

SRBC Study Finds No Impacts on Streams from Marcellus Shale Drilling

From 2010 to 2013 the Susquehanna River Basin Commission (SRBC) monitored 58 sampling stations in small headwater streams in the Susquehanna River Basin to investigate potential impacts from gas exploration in the Marcellus Shale.  The study recorded pH, temperature, conductivity, inorganic chemistry, TOC, gross alpha and beta radiation, and macroinvertebrates.  The SRBC report, released earlier this year, concluded no discernible relationship between water quality and well pad density.  Please click HERE to download an electronic copy of the report.
